The project “All together – for Better Education and Health” is implemented by the Municipality of Plovdiv under the ZOV Programme and aims to promote social inclusion of marginalized Roma people and other vulnerable groups living in Plovdiv’s quarter Stolipinovo, the largest Roma neighborhood in Europe, as well as in the town of Kuklen.
Roma people in Plovdiv Municipality generally live encapsulated in segregated ethnic neighborhoods, one of which is Stolipinovo. This quarter is part of Eastern district, whose population, according to recent data provided by National Statistics, is 62 000 persons. In recent years the ghettoization of Stolipinovo leads to many intertwined problems such as limited knowledge of the official Bulgarian language, illiteracy, early school dropout, high levels of unemployment, substance abuse, high rates of HIV and AIDS. The total number of registered unemployed in Stolipinovo is 2754 persons, of which long-term unemployed are 1400 persons according to data provided by the local Employment Agency.
The process of integration of Roma people in Stolipinovo is even more complicated because of the issues related to the inadequate and outdated healthcare and educational infrastructure in the Eastern district. The two primary schools in the neighborhood, Nayden Gerov and Kiril Nektariev, do not have school gyms and during the cold winter months the physical education classes are held in the classrooms. There is no indoor hall in Stolipinovo for organizing activities with parents and children, as well as community meetings. The courtyard of Lilia kindergarten, which is located at the very heart of Roma neighborhood, is often subjected to theft and vandalism.
Healthcare infrastructure in Stolipinovo is outdated and its capacity is not adequate to the increased number of the population living in the area. Most of the medical offices at the local Iztok Healthcare center are in poor condition and physicians working there operate with obsolete medical equipment.
The second project location is the town of Kuklen where 6020 persons or 10% of the population are of Roma origin. Unlike Plovdiv, however, the Roma community in Kuklen do not live in segregated ethnic area; they live together with the rest of the population. The active filed work however needs to be conducted among Roma people in Kuklen in order to prevent school dropout as well as to improve the access to healthcare services.
The project envisions the implementation of a complex of “soft” and “hard” measures in the area of education, healthcare and empowerment of Roma community with the help of art, sports and culture.
In order to improve the access to and quality of primary health care offered to Roma children, pregnant women and young Roma families, the project envisions the construction of new extension to the Iztok healthcare center with five medical offices. The number of medical consultations will be increased through targeting the project indicators such as 1320 GP consultations; 1320 obstetrical consultations and 1320 pediatric consultations, including vaccinations. For the town of Kuklen we expect to achieve the project indicator of 1320 GP consultations. One of the expected project outcomes will be to raise awareness of Roma people about their rights to healthcare services. We also put emphasis on the active participation of Roma mediators in organizing campaigns for preventive healthcare and family planning. As part of the project 20 health campaigns will be conducted covering 1500 Roma people from Stolipinovo and Kuklen.
In the area of education we work for the improvement of access to pre-primary and primary education for Roma children as well as for the decrease of dropout rates, better quality of education and higher motivation of parents to send their children to school and kindergarten.
Currently, in the Eastern district of the municipality of Plovdiv there are 5506 students age 7 to 13, and 4900 of them are enrolled in public school. The number of dropouts in the Eastern district for the academic year 2014/2015 is 94. In order to decrease dropout rates, the project emphasizes on the intensive linguistic integration of Roma children through extra Bulgarian language classes, regular visits to cultural and artistic events, extracurricular activities in arts and sports.
Project targets related to educational component are:
- 430 students from Nayden Gerov primary school in Plovdiv, including 114 children from pre-school classes; 100% of them are of Roma origin.
- 560 students from Kiril Nektariev, Plovdiv, including 144 children enrolled in pre-school education; 100% of Roma origin;
- 107 children from Lilia kindergarten in Stolipinovo (age 3 to 6), 100% of Roma origin. According to the data provided by the administration of Iztochen district, 5% of the children enrolled in Lilia kindergarten do not attend classes regularly
- 80 Roma children from Kuklen aged 6 to 10.
We emphasize on the active participation of parents in the educational process. We plan to create an Active Parents club in Stolipinovo neighborhood as well as to organize regular monthly meetings of parents in the town of Kuklen. We expect at least 500 parents of Roma origin to participate in these activities.
Roma people will be encouraged to express their identity through celebrating their traditional feasts, participating in sports tournaments and visiting cultural events such as theatre, opera and concerts.
Our target group consists of 1177 children aged 3 to 10, young women, pregnant women, young families, health and educational mediators, physicians, pedagogical staff (teachers and educators).
The total value of the project is 1 077 495 leva, of which 85 % (467 432 Swiss francs) is the Swiss contribution. The Municipality of Plovdiv will co-finance the project in the amount of 43 633 leva, which represents 10% of infrastructure costs.
The project is being implemented between October 2016 and April 2019 by Municipality of Plovdiv jointly with the following partners: Indi Roma 1997 Social Foundation; Municipal Foundation “Plovdiv 2019”; Kiril Nektariev primary school; Nayden Gerov primary school; Lilia kindergarten; National network of health mediators; Iztochen Healthcare Centre.
